Founder and Principal Consultant at EdScale
For two decades, Tom has worked with states, districts, schools and education-focused organizations to get better results through a relentless focus on effective implementation. Tom helps educators take practices to scale through his expertise in strategy, implementation, capacity building and operations.
Prior to founding EdScale in 2016, Tom consulted with public organizations and nonprofits at the U.S. Education Delivery Institute (EDI) for four years. At EDI, Tom built the organizational capacity of partners to deliver on ambitious goals for students using a proven approach to implementation used by more than 50 governments across the world.
Tom’s experience is grounded in the realities of big system change. At the Baltimore City Public Schools, Tom was part of a team that delivered measurable student improvements, including a 41% decrease in suspensions, a 21% decrease in truancy, substantial increases in graduation rate, and the lowest dropout rate in more than 10 years. Previously, Tom served in the Baltimore City Mayor’s Office supporting the Believe in Our Schools Campaign that completed over $10M in City Schools’ facilities improvements through volunteer efforts and donations.
Tom holds a master’s in public administration (MPA) from the University of Delaware Biden School of Public Policy and Administration and a bachelor’s in psychology from Amherst College.
