A Case Study of Delaware Pathways and EdScale: Elevating Career Readiness through Strategic Partnership

EdScale collaborated with Delaware Pathways, a statewide initiative backed by the Delaware Department of Education, to advance career readiness and work-based learning. Delaware Pathways aims to achieve ambitious goals for career readiness and work-based learning in the state- ensuring that sixty-five percent of Delaware’s workforce has a college degree or professional certificate by 2025.

The Delaware Pathways Initiative has seen significant outcomes:

  • An increase in the number of middle and high schools with Pathways student enrollment from 82 to 104 (from 2016 to 2022).
  • Remarkably, Pathways students made up 79% of high school seniors who met a college or career readiness metric during the school year 21-22, a 25% increase from 2016.
  • An impressive 65% of public high school students (30,633) are enrolled in Pathways programs (SY22-23).
  • The on-time graduation rate for Pathways students stands at 96% (SY22-23).

Delaware is leading the country on this work according to a case study published by the Harvard Graduate School of Education and Jobs for the Future. Delaware was recognized recently in a paper Bellwether as a leader in the country.

EdScale supported the development of the Delaware Pathways Strategic Plan and facilitated ongoing progress monitoring and annual data reporting, as well as implementation support starting in 2016.
